Job Description 1. Background Somalia continues to face recurrent humanitarian crises driven by floods, drought, displacement, and disease outbreaks. Internally displaced populations living in camps often face severe challenges related to inadequate sanitation infrastructure, unsafe water sources, and limited access to hygiene materials. A recent multisectoral needs assessment conducted in Jowhar and Beledweyne districts identified critical WASH gaps. A large proportion of households lack access to functioning latrines, most households do not treat drinking water, and many have limited access to hygiene items. These conditions significantly increase the risk of waterborne diseases such as Acute Watery Diarrhea (AWD) and cholera. To address these risks, the REBUILD project will implement community-based hygiene promotion activities in targeted villages and IDP settlements. A key component of the intervention is the training of community hygiene promoters who will conduct awareness activities through household visits and small group sessions. The project will train 10 hygiene promoters and one supervisor, ensuring gender balance with 70 percent women and 30 percent men, to promote improved hygiene behaviors and support epidemic prevention within communities. 2. Purpose of the Assignment The purpose of this assignment is to recruit a qualified facilitator to design and deliver a training program that equips hygiene promoters with the knowledge, skills, and tools required to effectively conduct hygiene promotion activities and support the prevention of waterborne disease outbreaks in target communities. 3. Training Participants The training will include: 10 Hygiene Promoters and 1 Hygiene Promotion Supervisor, where 70% would be women. The promoters will subsequently conduct hygiene awareness activities in the targeted settlements through: Door-to-door household visits and Small group sessions (5–7 participants). These sessions will use illustrated, culturally appropriate, and gender-sensitive communication materials. 4. Training Objectives The training aims to: Strengthen participants’ understanding of hygiene, sanitation, and environmental health. Equip promoters with knowledge on the prevention of waterborne diseases, particularly AWD and cholera. Build practical skills for community hygiene promotion. Train participants on the use of hygiene promotion tools and IEC materials. Strengthen communication and facilitation skills for community engagement. Ensure hygiene promotion approaches are culturally appropriate and gender sensitive. Prepare hygiene promoters to conduct effective door-to-door and small group awareness sessions. 5. Scope of Work The facilitator will undertake the following tasks: Training Preparation Review project documents and context of the intervention. Develop a training curriculum and agenda. Prepare presentations and learning materials. Adapt illustrated hygiene promotion guides for community use. Training Delivery Facilitate an interactive training covering the following key areas: WASH and Public Health Basics Hygiene and sanitation concepts Waterborne disease transmission pathways Prevention of AWD/cholera Environmental hygiene and waste management Key Hygiene Practices Handwashing with soap Safe water collection, transport, and storage Household water treatment methods Safe sanitation and latrine use Solid waste management practices Community Hygiene Promotion Behavior change communication Community engagement strategies Participatory hygiene promotion approaches Cultural and gender sensitivity in community outreach Community Awareness Techniques Conducting door-to-door hygiene promotion visits Facilitating small group sessions Use of illustrated hygiene promotion guides Effective communication with low-literacy communities Monitoring and Reporting Recording community outreach activities Basic monitoring of behavior change Feedback and community engagement mechanisms 6. Training Methodology The consultant is expected to use a training methodology that is practical, highly participatory and firmly rooted in the Jowhar context, so that Hygiene Promoters leave the workshop with skills they can immediately apply in their communities. The approach should recognise participants as adult learners, build on their lived experience, and translate technical WASH/AWD–Cholera content into simple, usable practices. Adult learning principles: The training will be designed around adult learning principles, recognising that participants already have valuable experience as community members and caregivers. Rather than relying on long lectures, the consultant will encourage open discussion, questions and exchange of local experience. Participants will be invited to share what they see every day in Jowhar – for example, how people currently fetch water, use (or avoid) latrines, and respond when a child has diarrhoea. The facilitator will use these real examples as entry points to introduce new concepts, correct misconceptions and jointly identify practical solutions that make sense in the local reality. Participatory facilitation: The consultant will use a range of participatory methods to keep sessions lively and engaging. This will include small group work where participants analyse common hygiene problems in their villages, role plays that simulate conversations during household visits, storytelling based on typical community scenarios, and problem-solving exercises on how to address barriers such as lack of soap or resistance to latrine use. Plenary discussions will allow participants to compare experiences from different sections of Jowhar and to learn from each other, rather than only from the trainer. Hands-on practice and demonstrations: A strong emphasis will be placed on practical demonstrations and hands-on practice, so that Hygiene Promoters build confidence in the very tasks they will later perform in the field. The consultant will demonstrate correct handwashing technique, safe water treatment methods and safe storage of drinking water using locally available containers and materials. Participants will then practice these steps themselves and take turns explaining them to others, as they would to households. Mock household visits and mini “community sessions” will be organised where participants practice delivering key messages and responding to questions in a safe, supportive environment. Cultural and linguistic appropriateness: The training will be delivered primarily in Somali, using simple, clear language and locally familiar expressions. Technical terms will be broken down into everyday concepts (e.g. explaining germs in ways people commonly understand). Examples, stories and illustrations will be drawn from Jowhar’s displacement sites and host communities to ensure relevance. Materials will be adapted for different literacy levels, for instance by using pictures, symbols and demonstrations rather than text-heavy handouts, so that all participants can follow and later replicate the messages. Inclusion and Do No Harm: Throughout the training, the consultant will ensure that discussions and examples are inclusive and do not stigmatise any group. Attention will be paid to how WASH issues affect women, men, youth, older persons, persons with disabilities and minority groups differently, and how Hygiene Promoters can engage each group respectfully. Ground rules will be agreed at the start to promote respect, listening and non-discrimination. The facilitator will highlight how poorly delivered messages or shaming tactics can do harm, and will instead promote positive, respectful ways of encouraging behaviour change that preserve people’s dignity. 7. Expected Deliverables The facilitator will provide: Training workplan and detailed agenda Training curriculum and materials Adapted hygiene promotion tools and guides Pre-training and post-training assessments Attendance list and participant evaluation Final training report summarizing outcomes and recommendations 8. Required Qualifications The facilitator should possess: A university degree in Public Health, Environmental Health, WASH, or a related field At least 5 years of experience in WASH programming Proven experience in designing and facilitating trainings for community volunteers, Hygiene Promoters, CHWs or outreach workers. Strong understanding of AWD/Cholera prevention and control, household water treatment and sanitation promotion. Excellent facilitation and communication skills in Somali working knowledge of English is an advantage. Experience using participatory and adult-learning approaches with low-literacy participants. Demonstrated ability to work sensitively and respectfully in conflict-affected and diverse community settings. Commitment to CPD’s safeguarding, PSEA and Do No Harm principles. 11.
