Job Title Consultant, LN Location Somalia - SO (Primary)Office Mogadishu Category Consultant Date Needed By3/15/2026 Closing Date3/10/2026 Program Description (Background) BACKGROUND TO THE ASSIGNMENT:Somalia continues to face a protracted and multidimensional humanitarian crisis characterized by recurrent droughts, floods, conflict, large‑scale displacement, disease outbreaks, and widespread food insecurity. In 2024–2025, an estimated 6.9 million people required humanitarian assistance, including significant numbers of internally displaced persons (IDPs), women, children, and vulnerable host communities who experience limited access to essential health, nutrition, WASH, and protection services. The crisis has severely weakened existing systems, with critical shortages of skilled health workers, inadequate infrastructure, disrupted supply chains, and limited referral pathways, compounded by outbreaks such as cholera, measles, acute watery diarrhoea, and malaria, and rising non‑communicable and mental health conditions. These factors contribute to elevated morbidity and mortality across affected populations.In response, International Medical Corps (IMC) is implementing an 18‑month, multi‑sectoral emergency program across Banadir, Middle Shabelle, Mudug, and Bay regions, combining health, nutrition, WASH, MHPSS, and GBV prevention and response. The intervention aims to reach 646,865 people, including over 300,000 IDPs, through support to 23 health facilities, community‑based outreach, and integrated lifesaving services. The program was designed to reduce preventable morbidity and mortality, strengthen emergency preparedness, and enhance access to essential services in areas with high humanitarian needs. Activities are delivered in close coordination with the Ministry of Health, Health Cluster, Nutrition and WASH clusters, and community structures, and follow principles of safe programming, disability inclusion, safeguarding, and accountability to affected populations. === Skills & Qualifications === CONSULTANT SPECIFICATIONS Essential QualificationsMaster’s degree in public health, Epidemiology, or related field; experience in health project evaluation in fragile states. Experience Experience in conducting integrated health program evaluations, including non-communicable diseases, is preferred. Previous Multisectoral project evaluations preferably (Health, Nutrition, WASH and Protection) Experience working with MoH and donor-funded p rojects in low-resource or humanitarian settings Familiarity with clinical quality standards, IPC, biomedical equipment, and health systems. Demonstrated expertise in mixed-methods design, statistical analysis, and report writing. Competency Quantitative and qualitative research, statistical analysis, report writing. Strong skills in stakeholder facilitation, presentation, and ethical research practices. Strong analytical and report writing skills.
