The Federal Government of Somalia (FGS) has received financing from the World Bank towards the cost of the Somalia Empowering Women Through Education and Skills Project “Rajo Kaaba” and intends to apply part of the proceeds for consulting services. The Project is being implemented by the Ministry of Education, Culture and Higher Education (MoECHE). The Project seeks to strengthen women’s economic empowerment by equipping Somali women with market-relevant entrepreneurial, leadership, and employability skills that support sustainable livelihoods and resilience.

The consulting services (“the Services”) include development and delivery of short-term women’s leadership and employability skills training programmes targeting informal and aspiring women entrepreneurs across Somalia. The assignment will support curriculum development, training delivery, trainer recruitment, mentorship and post-training support, monitoring and evaluation, and certification of participants. The Consultant will undertake all specific tasks and deliverables detailed in the Terms of Reference (TOR).

Qualifications & Requirements

The Ministry of Education, Culture and Higher Education now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EOI). The short-listing criteria are as follows:

Core business of the firm demonstrates at least five (5) years’ experience in entrepreneurship development, employability training, vocational training, women’s economic empowerment, or related capacity-building programmes.

Specific experience in conducting similar assignments involving entrepreneurship training, microenterprise development, women’s leadership and employability skills development, curriculum design, mentorship support, or hybrid training delivery.

Experience of relevant services within environments similar to Somalia, including fragile, conflict-affected, low-resource, or comparable operating contexts.

The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the “Procurement Regulations”.
