Job Description

Landesa is seeking a highly qualified Chief of Party for an anticipated 36-month GIZ program that supports the efforts to implement the country strategy for the management of human-wildlife conflicts and create conditions for a better coexistence between humans and wildlife. Scope of Work The Chief of Party (COP) is the leader of the team, responsible for overall implementation, performance, and results, as well as team and client management. Special emphasis is placed on the management, implementation, and quality control. S/he will be responsible for the following: 1. Strategic Leadership and Management Provide overall vision, leadership, and technical direction for the project. Ensure implementation aligns with the project’s mission, priorities, and contractual requirements. Lead project planning, execution, monitoring, and reporting. Foster a culture of collaboration, learning, and adaptive management within the team. 2. Program Implementation Oversee program activities to ensure they meet established objectives and performance standards. Coordinate across technical and operations teams to ensure effective integration of activities. Supervise the development of work plans, budgets, and performance management frameworks. 3. Financial and Administrative Oversight Manage project finances and ensure financial accountability and integrity. Oversee procurement and logistics in accordance with donor and organizational policies. Approve budgets, strategic plans, and major project expenditures. 4. Stakeholder Engagement and Representation Serve as the primary point of contact with the donor agency. Build and maintain productive relationships with government officials, community leaders, and implementing partners. Represent the project at conferences, workshops, and other public forums. 5. Monitoring, Evaluation, and Learning (MEL) Ensure the MEL plan is implemented effectively to track progress and assess impact. Promote a culture of data-driven decision-making and continuous improvement. Ensure timely reporting and documentation of lessons learned and success stories. 6. Team Leadership and Capacity Building Supervise and mentor senior project staff and technical leads. Support staff development and succession planning. Foster an inclusive and respectful work environment. Hard Skills Education/training: Master’s degree in international development studies, Rural Development, Gender Studies, or related field. Language: English native or C1-level. Swahili native or C1 level. General professional experience: a minimum of 10 years of demonstrated relevant project management experience in developing countries. Specific professional experience: At least 5 years of work in Tanzania. Demonstrated experience in Land Tenure and Biodiversity conservation is required. Experience in community involvement and mobilization is desirable. Documentable familiarity with GIZ process and procedures. Demonstrated experience in evaluation methodology, statistical analysis, experimental design, and/or data collection and analysis is required. Strong interpersonal and oral communications and presentation skills. Demonstrated experience in managing teams that have diverse backgrounds and skills. Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, and project beneficiaries. Soft Skills A deep commitment to the mission of a better, safer future for the world’s poorest people through secure access to land. Strong problem-solving. Strong oral presentation skills and an ability to think on one's feet when defending policy recommendations. Familiarity with concepts that can be applied to rural development. Ability to develop concrete work plans and manage elements so that work is performed according to agreed-upon budgets and plans. Ability to manage documents and correspondence, track, and report on project labor, and carry out other administrative tasks efficiently, routinely, and in conformance with Landesa standards and procedures. Ability to work collaboratively with a range of people at all levels, including those from host country governmental and non-governmental organizations, and other counterparts, clients, and funders. Ability to demonstrate cross-cultural sensitivity, tact, and poise. Ability to lead and work collaboratively as a member of teams, regardless of role within the team, through consensus building, communication, and leadership. Ability to make and use distinctions as to types, frequency, tenor, and levels of communication, depending upon the circumstances and audience. Legal right to work in the country of assignment is required. The position will be based in Tanzania, with frequent travels countrywide. The position requires candidates who are residents of Tanzania and have a regular work permit for the country. CV without the above-mentioned qualifications will not be considered. Work environment involves everyday risks or discomforts that require normal safety precautions typical of places such as offices, meeting or training rooms, residences, or commercial vehicles, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls, and observance of fire regulations and traffic signals.
