Job Description

Purpose:
CBM Uganda invites proposals from qualified consultants for the provision of consultancy services for a project Endline evaluation. The purpose is to review and analyse the overall project implementation and provide a comprehensive and evidence-based analysis in alignment with the objectives and commitments outlined in the approved project plan.

Scope of Work:

The scope of the evaluation is the entirety of activities and indicators as per Project Contract (esp. Appendix 1 of the Project Contract).

It aims to determine the extent to which the project has achieved its objectives as set by the indicators — namely strengthening the inclusive eye health system, enhancing referral and outreach capacity, and increasing awareness in the Bugisu and Busoga sub-regions. It will provide:

  • Assess Project Achievements and Partner Performance: Evaluate the performance of the project partner in relation to the project plan, contractual obligations, and implementation activities across the districts of Bulambuli, Busia, Butaleja, Katakwi, Pallisa, and Serere .
  • Accountability and Learning: Review the overall project results achieved to date, with a focus on accountability for donor reporting and supporting organizational learning.
  • Support Project Management and Stakeholders: Provide project management and stakeholders with a clear objective, external assessment of the project’s achievements including recommendations for improvement.
  • Help identify key successes, challenges, and areas requiring attention.

Key focus areas will be to assess the effectiveness, efficiency, relevance, sustainability, coherence and impact (OECD/DAC criteria) of the project "Strengthening Inclusive Eye Health in Eastern Uganda", including cross-cutting issues such as Disability Inclusion, Gender, and Child Protection and Safeguarding.

The evaluation findings will inform strategic planning, contribute to evidence-based advocacy, and explore the potential for replication or scale-up of successful components in other underserved contexts.

Evaluation Criteria:

  • Evaluate Project Management and implementation including collaboration with other stakeholders at national, local level and partner level.
  • Evaluate the overall impact along the OECD/DAC criteria.
  • Evaluate critical issues relating to results achievement/failure and the factors affecting successful impact of the project.
  • Identify the good practices and generate lessons learned from the implementation of the project’s activities and the outcomes achieved that will be useful for potential future scale-ups of the project.
  • Develop specific recommendations for major stakeholders to promote sustainability and long-term impact to the beneficiary communities.
  • Evaluate the sustainability of results.
