Purpose: CBM Uganda invites proposals from qualified audit firms for the provision of external audit services for the BMZ co-financed project titled βResilient livelihoods for economic integration of refugees and host communities in northern Uganda.β The audit will cover annual and final audits for the period 2025β2028, in line with BMZ and CBM audit requirements. The objective of the audit is to enable the Auditor to express an opinion on whether the financial statements present fairly, in all material respects, the financial position of the project and whether funds were utilized in accordance with the project contract and BMZ regulations. [email protected] (Email subject: RFP β BMZ Project External Audit 2025β2028) Scope of Work: The Auditor will conduct: - Annual audits for the years 2025, 2026, 2027, and 2028; and - A final audit covering the full implementation period from 01.11.2025 β 31.12.2028. The audits will assess: - Compliance with BMZ and CBM financial management and reporting standards; - Proper use of project funds in line with approved budgets and financing plans; - Adequacy of internal controls and adherence to national laws; - Accuracy of project financial statements, ensuring all transactions are supported by valid documentation; - Procurement and contract compliance, including staff and consultant contracts; - Verification of assets, equipment, and inventory procured under the project; - Physical inspection of project activities and sites as necessary. The Auditor will also prepare a Management Letter with observations, recommendations, and management responses. Eligibility and Qualifications: Audit firms must: - Be members of a national or international accounting body recognized by IFAC; - Demonstrate at least 6 years of professional experience in auditing donor-funded development projects; - Have proven experience auditing BMZ, EU, or similar international donor projects; - Employ qualified and experienced personnel with strong knowledge of IFAC auditing standards and ethics. Evaluation Criteria: Proposals will be evaluated based on: - Technical expertise and compliance with the ToR; - Relevant experience in similar donor-funded project audits; - Team composition and qualifications; - Value for money and clarity of the financial proposal; - Demonstrated independence, ethics, and capacity to meet timelines.
