Position Summary
Dhaxalreeb Center for Leadership Development is seeking a qualified, experienced, and highly
motivated Capacity Development & MEAL Manager to lead the Capacity Building, & MEAL
Department.
The successful candidate will provide strategic leadership in planning, implementing,
monitoring, evaluating, and continuously improving capacity development programmes that
strengthen leadership, institutional performance, youth empowerment, organizational learning,
and knowledge transfer across Somalia. The Manager will also oversee the organization's
Monitoring, Evaluation, Accountability and Learning (MEAL) systems to ensure quality
programming, evidence-based decision-making, and effective reporting.
Key Responsibilities
A. Capacity Development
The Capacity Development & MEAL Manager will:
Develop and implement organizational capacity development strategies, policies, annual
work plans, and learning frameworks.
Conduct training needs assessments and institutional capacity assessments for youth,
graduates, partner institutions, and communities.
Design, coordinate, and supervise leadership development programmes, professional
training courses, workshops, conferences, seminars, public lectures, and discussion
forums.
Prepare implementation plans, activity schedules, budgets, and monitoring frameworks
for all capacity development initiatives.
Ensure the timely, efficient, and high-quality implementation of all capacity development
activities.
Promote organizational learning, innovation, knowledge management, and institutional
strengthening.
Facilitate knowledge-sharing initiatives and support the intergenerational transfer of
knowledge and leadership experience.
Develop and maintain a database of trainers, facilitators, mentors, consultants, and
subject matter experts.
Build and strengthen partnerships with universities, government institutions, NGOs,
development partners, research institutions, and training providers.
Prepare high-quality technical reports, programme updates, success stories, lessons
learned, and recommendations for continuous improvement.
B. Monitoring, Evaluation, Accountability & Learning
(MEAL)
Monitoring
Develop and maintain project monitoring frameworks, indicators, data collection tools,
and reporting systems.
Monitor project implementation against approved work plans, budgets, timelines, and
performance indicators.
Maintain project databases, dashboards, and management information systems to ensure
accurate and timely reporting.
Monitor programme performance and organizational communication, including social
media engagement where applicable.
Evaluation
Design and coordinate baseline, midline, end-line, and impact evaluations.
Collect, analyze, and interpret quantitative and qualitative data to measure programme
performance and impact.
Produce evaluation reports highlighting achievements, challenges, lessons learned, and
recommendations.
Ensure evaluation findings are disseminated and integrated into programme design,
decision-making, and organizational learning.
Reporting & Proposal Development
Prepare high-quality periodic reports for management, donors, partners, and stakeholders.
Document best practices, innovations, case studies, and lessons learned.
Support proposal development by preparing logical frameworks, results frameworks,
indicators, MEAL plans, and performance measurement systems.
Contribute to organizational planning, strategy development, and programme
improvement initiatives.
