BackgroundThe Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibilityof a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities inSomaliland while creating increased income and job opportunities, thereby helping to reduce poverty.SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030.SDF3 is funded with contributions from Denmark, Norway and the United Kingdom.The SDF3 Joint Steering Committee has approved the Burao Water Supply Expansion Project, whichaims to strengthen water security for Burao, Somaliland’s second-largest city. The project is designedto address chronic water shortages by expanding groundwater production, constructing newtransmission pipelines, and improving distribution capacity to serve an additional 85,000 residents,including 7,000 internally displaced people (IDPs). Burao currently relies on 21 boreholes and a 58 kmpipeline network that together meet only 54% of total water demand, prompting the need for along-term, climate-resilient solution. The expansion project builds on earlier SDF2 assessmentsfocused on climate change impacts, water resource sustainability, and renewable energy integration.Like other SDF3 investments, the project is structured around three strategic pillars: climate resilience,inclusive economic growth, and social inclusion, and comprises three outputs aligned with theseobjectives.2. Qualifications & Requirements

Required Qualifications, Skills and ExperienceQualifications and Skills Bachelor’s degree in civil engineering, water supply engineering, or a related discipline from arecognised institution. Member of a recognised professional engineering body in Somaliland Excellent written and spoken English, and fluency in Somali (mandatory). Proficiency in MS Office applications, with working knowledge of AutoCAD and basic familiarity with hydraulic modelling tools (e.g. EPANET, WaterCAD, WaterGEMS) considered an advantage.General Professional Experience Minimum of 8 years’ post-qualification experience in the implementation of donor-funded water supply or similar civil infrastructure projects.Specific Professional Experience At least 5 years’ experience supervising the construction of water supply infrastructure, including transmission and distribution pipelines, chambers, site structures, and related civil worksideally involving multiple concurrent sites or working gangs. A minimum of 3 years’ experience supporting contract administration activities, including measurements, IPC support, RFIs, site instructions, and contractor performance monitoring. At least 5 years demonstrated experience in reviewing and interpreting engineering drawings,specifications, method statements, and Inspection and Test Plans (ITPs) and as-built documentation. Experience as ARE or Site Engineer in least one similar project involving contract administration, including reviewing variations, certifying quantities, supporting Interim Payment Certificates (IPCs), and supervising daily contractor performance (including HSE, environmental, andsocial safeguards).
