Job Description

Background About ChildFund ChildFund is a non-governmental and non-profit development organization working in more than 30 countries worldwide to improve the well-being of about 15.2 million children and families, regardless of race, creed, religion, and gender. In Kenya, ChildFund works with 13 Local Partners (LP’s) in 26 counties. The priority sector focus areas are Education, Livelihoods, and Humanitarian Response. ABOUT ELIMU KIDIJITALI. ChildFund Kenya, with the generous support from ChildFund Korea, has been implementing the Elimu KiDijitali Project (October 2023 – December 2025) in Nairobi Metropolitan Program counties of Nairobi, Kiambu, and Murang’a . The project sought to improve the digital learning landscape and opportunities for 8,300 children, alongside teachers, administrators, caregivers, and government stakeholders. The project aims to: Enhance school digital learning environments through provision of devices, connectivity, and content. Increase access to quality digital learning and online safety education for learners. Strengthen policy and legal environments to support ICT integration in schools. As the project approaches completion, ChildFund Kenya requires an endline evaluation to measure results, capture lessons learned and provide evidence of impact against baseline data and project outcomes. Purpose and objectives of the Endline Evaluation The overall purpose of the endline evaluation survey is to: Assess progress made towards the achievement of project goal, outcomes, and outputs in accordance with the OECD DAC Criteria (Effectiveness, Efficiency, Impact, Relevance and Appropriateness, Sustainability. Identify lessons learned, best practices, challenges, and sustainability strategies. Generate actionable recommendations for scaling and future programming. Develop one Abstract for Presentation/Dissemination of findings in various webinars/conferences as part of wider sharing and utilization of impact of the project Evaluation Questions (OECD Criteria) a. Relevance – Did the intervention do the right thing? To what extent did the project interventions address the needs and priorities of children, caregivers, teachers, and government officers? Did the project support marginalized community members, e.g. people with disabilities, minorities, etc.? If so, how? What is the proportion of project stakeholders targeted at? How was the internal and external context understood and accounted for when the intervention was designed? How well was the intervention built to address relevant priorities and needs, and were goals clearly specified? How did the project interventions evolve over time to respond to the needs of the stakeholders? b. Coherence – How well did the project fit with other similar/complementing interventions in the county/sectors? How did the project interventions align with the wider policy frameworks of the government, CSOs institutions including other interventions implemented by them? How harmonized were the activities to avoid duplication of effort to complement each other? How did the project interventions align with external policy commitments such as the SDGs, and how were these considered in the intervention design and implementation? c. Effectiveness – Did the project achieve its objectives? Did the project’s intervention achieve its intended results at the output and outcome level? Were there any unintended effects, both positive and negative, that occurred because of the intervention? What were the differences in results by sex, gender, county, sub county etc.? What were the internal and external factors that may have influenced the achievement or non-achievement of the results? d. Efficiency – How well were the resources used? How did the project ensure the conversion of inputs into results in the most cost-efficientmanner? Were the human and financial resources used as planned and appropriately and fully utilized (or were resources misallocated, budgets underspent, overspent)? Were resources redirected as needed changed? Were risks managed? Were decisions taken which helped to enhance efficiency in response to new information? Were the logistics and procurement decisions optimal? To what extent were the results achieved within the intended timeframe? Was the project timeframe realistic or appropriate? If not, was it reasonably adjusted during the intervention? e. Impact – What difference did the project make Has the intervention caused a significant change in the lives of the intended beneficiaries? How did the intervention cause higher-level effects (such as changes in norms or systems)? Did all the intended target groups, including the most disadvantaged and vulnerable, benefit equally from the intervention? Is the intervention transformative – does it create enduring changes in norms including gender norms – and systems, whether intended or not? Is the intervention leading to other changes, including ā€œscalableā€ or ā€œreplicableā€ results? How will intervention contribute to changing society for the better? f. Sustainability – will benefits last? How did the intervention ensure the strengthening of systems, institutions or capacities to support future development in ICT4Education? What factors may enhance or inhibit the sustainability of net benefits over time? Scope of Work The consultant/firm will be expected to: Desk Review: Review project documents-proposal, baseline survey, MEL plan, training materials, reports as well as other secondary documents from the government, civil society at national and regional levels Develop survey design, methodology, tools, and sampling strategy. Data collection using mixed method approach in 10 project schools across Nairobi, Kiambu, and Murang’a counties. Facilitate FGDs with children, teachers, parents, Undertake key informants' interviews with officials from the Ministry of Education, Kenya Institute of Curriculum Development (KICD), Teachers Services Commission (TSC) members of school Board of Management (BOMs) and other stakeholders in the EdTech sector, representative of the Digital learning content publishers, School Community. Analyze findings against baseline results and project indicators. Present preliminary findings to ChildFund Kenya for validation. Produce a comprehensive end-line survey report. Methodology The endline survey should adopt a mixed-methods approach, including: Quantitative surveys: with children, teachers, and parents/caregivers. Qualitative methods: FGDs, KIIs, and classroom observations. Document review: training reports, monitoring data, policy documents. The methodology must ensure: Disaggregation of data by gender, disability, county, and age group. Child-sensitive, ethical, and participatory approaches. Triangulation of data sources for reliability. Deliverables The consultant/firm will provide: Inception Report detailing methodology, tools, and workplan within 2 weeks of signing. Data Collection Tools survey questionnaires, FGD guides, KIIs – for approval before fieldwork. Draft Endline Report with key findings, analysis, and recommendations. Validation Workshop to present findings to stakeholders. Final Endline Report with annexes - data collection tools, datasets, case studies, success stories. Timeframe The assignment will take place between November– December 2025 and is expected to last approximately 25 working days, including preparation, fieldwork, analysis, reporting, and validation. Required Qualifications The consultant/firm must have: The lead consultant should hold a postgraduate degree in any of the following disciplines in education, educational technology, ICT, instructional technology, educational communication and technology. Proven experience in conducting endline or impact evaluations in the education-educational technology, instructional technology, educational communication and technology and EdTech sector. Expertise in digital literacy, child protection, and gender-sensitive programming. Strong background and proven experience in participatory M&E, qualitative and quantitative data collection, and analysis methods. Experience working in Kenya or East Africa education context. The consultant must reside in Kenya or have work permit to operate in Kenya. Strong report-writing, community engagement, project management, and communication skills Strong conceptual, analytical, and strategic capability. Fluency in written English is required. Fluency in the local language-Kiswahili-is highly preferred. Excellent presentation, and planning skills Demonstrated ability to work collaboratively as a team member is required Demonstrated experience using Microsoft Office 365 Excel, Word, PowerPoint, Teams. Full time availability for the assignment between October- mid December2025.. Commitment to ChildFund’s values and willingness to abide by the Organisation’s Safeguarding Policy. Ethics and Safeguarding The consultant/firm will be expected to adhere to ChildFund International’s Child and Youth Safeguarding Policy which ensures that the rights of those participating in data collection or analysis are respected and protected. Reporting and Supervision The consultant/firm will report to ChildFund Kenya’s M&E Manager and work closely with the Project Officer and Project Assistants together with the Nairobi Metropolitan Program team. Payment Details Inception report delineating the evaluation study design, methodology & technical approaches, a feasible workplan accepted by ChildFund Kenya- 30% Draft endline evaluation study report accepted by ChildFund Kenya- 30% Final comprehensive high quality Endline Evaluation study report (of no more than 40 pages excluding annexes) delivered and accepted by ChildFund Kenya and ChildFund Korea after a validation workshop with key stakeholders conducted and inputs incorporated in the final report- 40% Processing and payment shall be made within 30 days of receipt of the invoice. Withholding tax of 5% of the professional fees will be retained by ChildFund Kenya and a certificate for the same issued to the consultant.
