Job Description

1. Background horizont3000 is an Austrian NGO working in the area of development cooperation. Mandated by its member organisations in the Catholic development sector and the Austrian Development Cooperation, HORIZONT3000 specialises in the monitoring and implementation of projects as well as the provision of Advisors in the low income countries. The organisation operates in East Africa (Uganda, Kenya, Tanzania, Ethiopia and South Sudan) , Central America (Guatemala, Nicaragua, El Salvador) and South America (Brazil) . Through its Regional and Country offices and programmes, horizont3000 focuses on securing livelihoods, strengthening civil society, and sharing knowledge with partner organisations. In East Africa, the programme implements two major framework programmes: Co-Finance Programme - providing project grants to partner organisations. Advisory Programme - providing long-term capacity development advisors. horizont3000 Regional Office East Africa receives new advisors in the region every year who come to support partner organizations in various fields of work. It is important for the advisors to know about the history of the region as they prepare to start their assignments. We are therefore seeking a consultant to orient 6 advisors on the Recent History of East Africa . 2. Scope of Work The consultant will; Prepare and facilitate a one-day workshop entitled “Recent History since Independence and Constitutions of Uganda and Kenya,” including a presentation and interactive elements for the Advisory Programme. Cover recent constitutional developments in East Africa, focusing on Uganda and Kenya as case studies, including causes, processes, and impacts of changes. Provide a historical overview and comparative analysis of constitutional frameworks in East Africa since independence, highlighting key milestones, trends, and challenges. Explore conflict dynamics, including historical conflicts, current tensions, and peacebuilding efforts, with attention to cross-border implications. Discuss the role of East African countries in regional organizations, such as EAC and IGAD, including objectives, achievements, challenges, and prospects. Include interactive elements such as case studies, group discussions, and scenario analysis to foster engagement and critical thinking. 3. Deliverables and Timing The consultant is expected to deliver the following outputs: Draft Workshop Proposal – a 1–2 page document outlining proposed content, methodology, session plan, and preparatory materials, submitted to [email protected] along with the consultant’s CV. Deadline: 24 August 2025 Final Workshop Proposal – refined proposal incorporating feedback from HORIZONT3000, including final agenda and participant engagement methods. Deadline: 9 September 2025 Delivery of Presentation – the workshop will be delivered on 26 September 2025 , from 09:00 to 17:00, with tea/coffee breaks at 10:30 and 15:00, and a lunch break from 13:00 to 14:00. Short Report – summarizing the main outcomes of the workshop, including handouts and participant feedback. 4. Budget The available budget for this workshop is UGX 2,000,000 , inclusive of consultant fees, training materials, and local transport, as well as applicable local taxes. 5. Consultant Profile The consultant should meet the following qualifications and experience; Master’s degree in Political Science, History, Social Sciences, or related humanities. At least 5 years of professional experience in training, facilitation, or capacity building. Knowledge of workshop and learning methodologies, including interactive and participatory approaches. Experience in development cooperation and working with local, regional, and international NGOs. Based in Uganda. Very good knowledge of English.
