Over decades of dedicated service, the ICA has adapted to an ever-evolving landscape marked by post-conflict multifaceted challenges, including political instability, social upheaval, and economic uncertainties. Since then, ICA has been taking steps to transform itself into a world-class organisation. The aim is to provide an efficient, quality service to its clients through a well-motivated and knowledgeable staff. The ICA's functions are integral to the nation's border security system. The Agency accepts and process passport applications, manages Somali’s immigration and citizenship processes and handles matters in relation to application for returns from host countries. The Immigration and Citizenship Agency (ICA) is also responsible for the processing of incoming and outgoing air and sea passengers and crew. Additionally, the ICA considers applications for entry visas and permanent residence. Other activities by the ICA include managing the deportation and repatriation of persons not qualified to remain in Somalia as well as handling matters relating to refugees in Somalia. As an Executive Agency, the ICA is required to achieve certain performance indicators as a measure of efficiency and success. These KPIs serve as a measure of the agency's success in meeting its objectives and delivering services to the public but most definitely this would require capacity to actualize the desired outcomes. Position Summary: The role of the Chief Information Technology (IT) Technical Advisor is crucial for ICA seeking to enhance its technological infrastructure and strategic direction. This Terms of Reference (ToR) outlines the responsibilities, qualifications, and deliverables expected from the Chief IT Technical Advisor, thereby ensuring clarity of expectations and alignment with the Ica’s goals. Objectives: The primary objective of engaging the Chief IT Technical Advisor is to provide expert guidance and support in the development, implementation, and management of IT systems and solutions. The advisor will be instrumental in identifying opportunities for technological improvement and innovation, ensuring that the organization maximizes its IT resources for operational efficiency and competitive advantage. Key Responsibilities: The Chief IT Technical Advisor will undertake the following key responsibilities: • Assess current IT infrastructure and systems to identify gaps and areas for improvement. • Develop strategic IT plans in alignment with ICA’s objectives and industry’s best practices. • Provide recommendations for new technologies and tools that can enhance productivity and security. • Collaborate with internal stakeholders to facilitate smooth implementation of IT solutions across ICA and other stakeholders. • Conduct training sessions and workshops to enhance the IT competency of staff members. • Remain updated on emerging technologies and trends to advise the organization accordingly • Create and execute a forward-looking technology strategy that supports the agency’s digital transformation goals. • Align technology infrastructure with the agency’s long-term vision for providing secure, scalable, and efficient ICA services. • Lead the development and implementation of emerging technologies (cloud, AI, big data) that improve service delivery while ensuring they are adaptable to future needs. • Preparation of policy-level guidelines on issues related to ensuring proper function of the e-service systems. • Closely work with other government agencies to integrate systems and improve technology-based services. • Perform such other duties as may be assigned by the DG Expected Deliverables: • Quarterly work plan, progressive monthly report and yearly consolidated report. • A strategic IT plan that includes a roadmap to lead the establishment for ICA technological infrastructure roadmap, adoption and system upgrades. • Develop a roadmap to lead the establishment of for ICA technological infrastructure. • A comprehensive assessment report of existing IT infrastructure within the organization. • Regular progress reports highlighting key milestones, challenges, and recommendations for continued improvement. • Documentation of best practices and guidelines for IT system usage, maintenance, and security Qualifications & Requirements Education: • Minimum bachelor’s degree in computer science from any reputed public/private university. • A master’s degree or MBA with a focus on Technology Management, Information Systems, or Digital Transformation is preferred.. Work Experience: • At least 7 years of working experience in national/international organization. • At least 5 years of experience in strategic/managerial level in technical field. • Experience of architecture, design, development and managing large scale Government Solution/ Enterprise Software Solutions. Key Competencies: • Excellent analytical skills, ability to synthesize and clearly present complex processes and issues to service the information needs of diverse audiences. • Ability to translate strategic thinking and innovative ideas into practical operational recommendations. • Results orientation and commitment to producing high-quality products. • Ability to work under tight deadlines.
