Job Description Job description GOVERNMENT OF SOMALILAND REQUEST FOR EXPRESSIONS OF INTEREST (REOI) Country: Government of Somaliland Name of Project: Food Systems Resilience Program for Eastern and Southern Africa (Phase 3) FSRP Project ID: P177816 Grant Number: IDA-E1850 Assignment Title: Consulting Services to Conduct Scoping Study for Proposed/Existing Policy and Legal Reforms Reference No: SO-MOAD-SL-463410-CS-CQS Place of Assignment: Hargeisa, Somaliland Submission deadline: 30 July 2025 The Government of Somaliland has received financing from the World Bank toward the cost of the Food Systems Resilience Program for Eastern and Southern Africa (Phase 3) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include conducting a scoping study of existing and draft policy and legal frameworks in the agriculture and food security sectors in Somaliland. The objective is to identify gaps, inconsistencies, and implementation challenges; assess the institutional and technical capacity of the Ministry of Agricultural Development (MoAD); and propose recommendations for harmonization, revision, or development of new policies aligned with National Development Plan III (NDP III).. The assignment will involve a comprehensive desk review, stakeholder consultations, and development of a reform roadmap. The expected duration of the assignment is three (3) months, anticipated to start in August 2025. The Consultant shall undertake all specific tasks as outlined in the Terms of Reference (TOR). The Ministry of Agricultural Development (MoAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. This includes brochures, a description of similar assignments, experience under similar conditions, and evidence of the firm’s technical and managerial capacity. Qualifications & Requirements Skills and qualifications The shortlisting criteria are as follows: Core Business and Years in Business: The firm must have a core business in public policy research, legal or regulatory reform with a focus on agricultural and food systems policy advisory services with a minimum of six (6) years of relevant experience. Experience in similar Projects: the firm must demonstrate experience in conducting at least two (2) similar assignments involving policy and legal reviews, preferably in agriculture, food security, or rural development sectors. Experience of relevant services in an environment similar to that of Somaliland and; Technical and managerial organization of the firm: Provide only the structure of the organization. (Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised November 2017, August 2018, November 2020, and September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall jointly and severally liable for the entire contract If selected. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
