Job Title: Health Officer Location: Buur Hakaba, Somalia Reports to: Health and Nutrition Project Manager Overall, Purpose of the Role The Health Officer supports the delivery of life-saving primary health care (PHC) services in Buur Hakaba, a district significantly affected by recurrent drought, water scarcity, population displacement, and disease outbreaks. This position is part of a Somalia Humanitarian Fund (SHF) project aimed Improved access to Life Saving Essential Health services for vulnerable drought- affected communities in Afgooye and Burhakaba districts. The role focuses on clinical supervision, strengthening quality of care, ensuring adherence to MoH and WHO health protocols, improving referral systems, and supporting an effective humanitarian response to drought-related health needs across 2 fixed health facilities. Project Overview This SHF-funded project aims to mitigate the impact of the ongoing drought on communities in Buur Hakaba by improving access to essential health services. The intervention supports: • primary health care consultations • maternal and reproductive health services • treatment of common communicable diseases • strengthening outbreak prevention and control (e.g., AWD/cholera, measles) • health education and risk communication (RCCE) • systems strengthening at health facility level The project primarily targets drought-affected populations including IDPs, returnees, and vulnerable host communities who have limited access to functioning health services. Key Responsibilities 1. Clinical Management & Service Quality • Provide daily technical support and oversight to SHF-supported health facilities in Buur Hakaba district. • Ensure strict compliance with Somalia MoH and WHO treatment guidelines and emergency protocols. • Conduct regular on-the-job trainings (OJT) and supportive supervision for clinical staff. • Ensure availability of essential drugs, medical supplies, and f === Skills & Qualifications === Qualifications & Experience Vocational Qualification • Higher-level health qualification (Medical Doctor, BSc Nursing, Clinical Officer, or equivalent). • Minimum of three years of recent clinical experience.
