BackgroundThe Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibilityof a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities inSomaliland while creating increased income and job opportunities, thereby helping to reduce poverty.SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030.SDF3 is funded with contributions from Denmark, Norway and the United Kingdom.The SDF3 Joint Steering Committee has approved the Burao Water Supply Expansion Project, whichaims to strengthen water security for Burao, Somaliland’s second-largest city. The project is designedto address chronic water shortages by expanding groundwater production, constructing newtransmission pipelines, and improving distribution capacity to serve an additional 85,000 residents,including 7,000 internally displaced people (IDPs). Burao currently relies on 21 boreholes and a 58 kmpipeline network that together meet only 54% of total water demand, prompting the need for along-term, climate-resilient solution. The expansion project builds on earlier SDF2 assessmentsfocused on climate change impacts, water resource sustainability, and renewable energy integration.Like other SDF3 investments, the project is structured around three strategic pillars: climate resilience,inclusive economic growth, and social inclusion, and comprises three outputs aligned with theseobjectives.2. Qualifications & Requirements
Required Qualifications, Skills and ExperienceQualifications and Skills Bachelor’s degree in civil engineering, Structural Engineering, Water Supply Engineering, or arelated discipline from a recognised institution. Member of a recognised professional engineering body in Somaliland, or eligible for membership. Excellent written and spoken English, with fluency in Somali (mandatory). Proficiency in MS Office applications, with working knowledge of AutoCAD for structural drawings and or Revit for reinforced concrete detailing and water-retaining structuresGeneral Professional Experience Minimum of 8 years’ post-qualification experience in the supervision or implementation of donor-funded water supply, storage, or similar civil infrastructure projects.Specific Professional Experience At least 5 years’ experience supervising the construction of reinforced concrete structures, including ground-level reservoirs, elevated tanks, foundations, buildings, chambers, and associated civil works, preferably across multiple work fronts or sites. A minimum of 3 years’ experience supporting contract administration activities, including measurements, quantity verification, IPC support, RFIs, site instructions, and contractor performancemonitoring. At least 5 years demonstrated experience reviewing and interpreting structural drawings, specifications, method statements, Inspection and Test Plans (ITPs), and as-built documentationfor water-retaining structures. Proven experience as an Assistant Resident Engineer, Site Engineer or similar on at least onecomparable project involving large concrete storage tanks or major structural works, includingoversight of concrete quality, watertightness, HSE, and environmental and social safeguards.
