Somalia Food Systems Resilience Project “P179832” Terms of Reference Position Title: Irrigation Engineer Project: Somalia Food Systems Resilience Project (S-FSRP) Location: Jowhar Accountable to: State Project Coordinator Government agency: Ministry of Agriculture and Irrigation Type of Contract: Individual Consultant Duration: 12. months, with possibility for extension (1) BACKGROUND The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia's agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, strengthening the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia. The Project Development Objective (PDO) for S-FSRP will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). Required Qualifications and Experience § Education A Bachelor’s degree in Civil/Construction Engineering (Master’s preferred). § Experience: A minimum of 10 years in planning, design, and supervision of infrastructure works, with at least 6 years specifically in irrigation, canal rehabilitation, or similar fields. § Skills: Registration with a professional body, strong communication and negotiation skills, proficiency in report writing, and use of engineering software (e.g., AutoCAD). § Demonstrated experience with hydraulic modeling software and GIS applications for infrastructure planning and monitoring. § Proven track record of integrating environmental and social safeguards (including Gender-Based Violence risk mitigation and labor management) into infrastructure projects. § Experience in designing and delivering training or mentoring programs for engineers and local stakeholders. § Demonstrated ability to facilitate participatory processes and community con --- About Jowhar --- Jowhar is the capital of the Hirshabelle State and an important agricultural center in the Shabelle valley. Required Qualifications and Experience § Education A Bachelor’s degree in Civil/Construction Engineering (Master’s preferred). § Experience: A minimum of 10 years in planning, design, and supervision of infrastructure works, with at least 6 years specifically in irrigation, canal rehabilitation, or similar fields. § Skills: Registration with a professional body, strong communication and negotiation skills, proficiency in report writing, and use of engineering software (e.g., AutoCAD). § Demonstrated experience with hydraulic modeling software and GIS applications for infrastructure planning and monitoring. § Proven track record of integrating environmental and social safeguards (including Gender-Based Violence risk mitigation and labor management) into infrastructure projects. § Experience in designing and delivering training or mentoring programs for engineers and local stakeholders. § Demonstrated ability to facilitate participatory processes and community consultations, with sensitivity to local social and cultural dynamics. § Language Proficiency: Fluency in written and spoken English is essential. § Familiarity with Regulatory Frameworks: Previous experience with World Bank Standard Bidding Documents or similar procurement guidelines. 9. Duration and Location § The services are expected to continue until May 2026, with the position based in Jowhar, requiring travel throughout Hirshabelle state districts
