Background The Somalia Resilience Programme (SomReP) is a consortium of seven international non-governmental organizations (INGO) and one Local NGO. SomReP works to enhance the resilience of chronically vulnerable households, communities and systems across Somalia. The Somalia Resilience Program (SomReP) is an ambitious approach to tackle the challenge of recurrent droughts and the chronic vulnerability among pastoralists, agro-pastoralists, and peri-urban households in one of the poorest countries in the world. SomReP is being implemented through a consortium of 7 INGOs (ACF, ADRA, CARE, COOPI, DRC, Oxfam and WVI) and 1 Local NGO(Shaqodoon) Through Somalia Enhanced Resilience through Inclusive Economic/Market Systems development and Climate Smart Approaches (SERECA) project, SomReP has been working with meat, milk and farmer associations. This are the economic groups we are targeting to upscale them to cooperatives. The cooperatives will be aimed to improve market access, financial inclusion, income diversification and womenâs and youth participation in the livestock value chain. Based on the above would like to engage a qualified and dynamic Cooperatives expert consultant to support development of all documentation (policies, by-laws, strategic plan, business plans) needed for a cooperative set up including capacity building plans to farmer and livestock related cooperatives including process to develop a sacco for the cooperative members. Cooperatives are the primary asset for rural households in Somalia; however, without collective bargaining, producers lack market power, finance and climateâsmart practices. They can improve market access, financial inclusion, income diversification and womenâs and youth participation in the livestock value chain. Currently the cooperatives in place are not well formalized, lack proper strategic plans, have weak governance structures, face poor uptake by new members among other challenges. Objectives Through desk review, online interviews and field-based process, the consultant will conduct an assessment on cooperatives in Somalia/land including relevant cooperative laws. The key objectives of the assignment will be to: Develop a cooperative strategic and business plan Develop policies, manual and guides for day-to-day operations of a cooperative Develop individual cooperatives by-laws guidance notes Develop cooperative governance structures and capacity building plan for directors, management and members Develop the Savings and credit society ltd (Sacco) concept for a cooperative society Undertake desk research to understand cooperatives landscape in Somalia/land Conduct training (physical or virtual) on Cooperatives formation to consortium staff Ensuring Gender Equality, Disability and Social Inclusion (GEDSI) is mainstreamed across cooperative policies, governance and training.
