I. POSITION INFORMATION Position title: Project Accountant Employment type: Full Time/Regular, ONLY for NATIONAL Duty station : Dollo Addo (Liban Zone) Salary : As per the Organization Scale No of Position: 01 Job Category : Accounting and Finance Contract Duration: One year with possible extension Posted : 30 Sep 2025 Application Deadline: 10 Oct 2025 Line of responsibility: The project Accountant is directly responsible to the project coordinator with overall supervision of the CISP Accounting and Finance Head in Addis. Project: Best practices for Resilience in Drought Emergency Management in the Somali Regional State (BRIDGE -2) II. ORGANIZATIONAL CONTEXT AND SCOPE The Comitato Internazionale per lo Sviluppo dei Popoli - International Committee for the Development of Peoples (CISP) is a non-governmental international organization established in 1983 in Italy. CISP has been operating in Ethiopia since 1986 and since then has always been alongside local institutions and communities to face humanitarian emergencies and lay the foundations for the consolidation of long-term development processes. In the last 39 years in Ethiopia CISP has been implementing more than 200 multi-sectoral and multi-regional projects, mainly in the sectors of food security and rural development, Livelihood, WASH, Education, Health, Migration, Protection, CMDRR, and Emergency and Rehabilitation in Oromia, Tigray, Benishangul Gumuz, Somali, Afar regions and Addis Ababa City Administration. In all projects, CISP set gender, children, and environment either mainstream or as crosscutting issues. Currently, CISP with fund secured from AICS is planning to mitigate the effects of the drought, helping to save lives through the provision of essential services in Dollo-Ado, Bokolmayo & Filtu of Liban zone of Somali Region under the project called BRIDGE II. III. ROLES AND RESPONSIBILITIES: Financial Task • Prepare project payment requests and ensure proper supporting documentation. • Act as Internet Banking Inputter for project-related transactions, ensuring data accuracy and security. • Maintain project-specific cashbooks, ledgers, and reconciliations (Bank, Cash and Advance). • Monitor project expenditures against approved budgets and report variances. • Ensure project financial reports are accurate, complete, and submitted on time. • Collaborate with program teams to ensure proper cost allocation and financial tracking. • Liaise with partners, and vendors regarding project-related financial matters. • Settle staff Income Tax and Pension contribution (18%) monthly basis and get receipts from the Revenue Authority or concerned government office on time. • Prepare staff time sheet and submit to HO together with monthly financial documents • Prepare monthly Cash Disbursement Reports of the project. • Collect cash and bank payments made by CISP Addis Ababa Office. • Prepare Fund Request based on the approved three months forecast and plan, ensure that the requested fund allocated for the appropriate activities, • Preparation of budget remittance request according to expenditures planned for the next month and at the beginning of every quarter. • Support/Collaborate project staff to get medical refund from Insurance provider. • Keep the custody of petty cash and receivable documents properly. • Keep the custody of Business advance and record the settlement with proper and approved documentations, • Make monthly cash counts with the Area Program Coordinator. • Provide support to Coordinator throughout the project cycle to ensure compliance with CISP’s policies and procedures and any donor-specific requirements. • Assist the Coordinator in maintaining appropriate internal controls, control cash. • Propose cash flows according to administrative activities/costs in the project office and ensure daily control of funds disbursed. • Assist in preparing annual budget for the project office, monitor budget control and analyses variances between budget and actual expenditures. • Assist with checking of invoices and ascertain that the equipment, supplies or services they refer to are duly received or provided; • Processing of operations / accounting returns for the project office. • Prepare settlement of travel authorizations/perdiems and ensure that calculations in expense claims conform to CISP’s rules and regulations. • Check and ensure that expenditures are requested in accordance with the predefined rules and regulations. • Prepare appropriate receipt vouchers for the expenditures and insert these expenditures in the accountancy (Prima Nota). • Follow up cheque payments and collect receipts and other supporting documents. • Prepare and get approval Payment Request Form (PRF) and Payment Authorization Form (PAF) before effect the payment, • Give proper Budget Line codes with the consultation of Project Coordinator/program staff. • Ensure the monthly financial closure of accounts are done timely and ensure hardcopies and electronic copies of financial reports are submitted to the Project Coordinator and the fiancé team Addis Ababa. • Review financial statements, budget versus actual expenditures and keep the Project Coordinator informed. • Prepare Government Report as per the format. • Prepare inventory as per CISP Inventory sheet and facilitate inventory taking at the end of each fiscal year. Administrative Task • Ensure the daily e-mail checking and downloading of documents and their delivering; • Receive and transmit local and international telephone calls, electric mails and faxes; • Establish up-to-date filing and record keeping systems according to the CISP’s guide-lines, and file all documents in relevant folders; • File and take care of all documents that should be kept in office; especially, keep confidential documents in safe place; • Provide typing and clerical services as assigned (draft letters, Memos and related); • Take and arrange appointment for branch Senior Staff; • Responsible for handling and running of the office furniture’s and equipment’s; • Perform similar duties when requested. • Perform other duties as assigned by the .supervisor IV.MINIMUM QUALIFICATIONS: BA/Diploma in accounting, finance or related field. For BA 3 Year work experience in International NGO and more than 5 Year work experience in Government office For Diploma 5 years work experience in international NGO and more than 5 year in Government EXPERIENCE • For BA 3 Year work experience in International NGO related to the Accounting and Finance. • For Diploma 5 years work experience in international NGO related to the Finance and Administrative • Excellent command of written and spoken English, Somali and knowledge of Amharic • An applicant should be familiar with the pastoral tradition and context. Desirable: Experience of managing donor (s) funded projects; NGO experience and Knowledge of local language (culture and context). Desired Experience & Qualifications • Ability to communicate effectively; • Ability to do all essential accounting functions; • Ability to handle additional tasks assigned; • Posses’ personal qualities like willingness, honesty and integrity etc.; • Open and easily approachable; • Should manifest adequate knowledge in performing IT related works like, doing Microsoft Word, Excel, Adobe Acrobat; and related software including e-mail management systems.
